Khuli Kachehri- Bahawalpur

The khuli katchery was conducted by the President Special Recovery Team  comprising of Executives/Divisional Heads from Head Office, Zarai Taraqiati Bank Limited; Islamabad and Regional General Manager Punjab-III who visited the Zonal Office, Bahawalpur to listen the problems to solve them and answer the queries and of the farmers. The khuli katchery was organized as per vision and direction of worthy Prime Minister of Pakistan and President, Zarai Taraqiati Bank Limited in order to resolve issues of the farmers at bottom line. The katchery was started at 10:30 AM and continued till 12:30 PM.  The large no of farmer participated in the kacthery from different localities of Bahawalpur District.

The worthy EVP/Divisional Head Operation Division Mr. Salman Arshad briefly explained the purpose of the khuli katchery and also informed that bank is in reaching the farmers to facilitate them in problems faced by them introducing new products for the borrowers to meet their agriculture inputs and development loan requirements. The access of farmers to the Bank has been made easy. The bank wants to resolve the farmer’s issues and making all out efforts to reach gross root level in the villages. The bank has launch complaints call centers unit which entertain the complaints and resolve problems of the farming community within minimum time limits.  The farmer can made call 24/7 on UAN 051-111303030, the number displayed in the banner for registering compliant from all over Pakistan in order to get resolve them. The bank will responds instantly on their complaints. He invited the participant farmers to check the response by making call on this number.

Thereafter Worthy, EVP/Divisional Head Operation Mr. Salman Arshad, EVP/Divisional Head Enterprise Risk Management Mr. Qasim Mehmood Chisti and Regional Chief Punjab-III Mr. Mustansar Billah started the Query session for the farmers. The details are as follows:

QUESTION NO: 1

Name: Muhammad Abbas R/O  Goth Gehna Tehsil Bahawalpur              

Question: He informed that farmers are not facing any problem from Bank side while availing loans but in obtaining Revenue Record i.e Pass Book, Copy of Fard etc, they have to face problems and this is not an easy task.

Answer: It was informed by the EVP/Divisional Head Operation Mr. Salman Arshad, that Bank is arranging in all its branches to get e-Pass Book and e-farad. Presently this pilot project has been started in few branches of the Bank which will be extended in it all branches and there will no problem with reference to get copy of revenue record. Cameras will also be installed in these centers. LAP act has been amended to facilitate farmers with reference to e-Revenu Record.

QUESTION NO: 2

Name: Muhammad LUQMAN R/O MARI QASIM SHAH, BAHAWALPUR                

Question: Bank in not extending big Horse Power tractors to small farmers of 5 acres.

Answer: It was informed that big Horse power tractors are not required by the small farmers and that are not feasible due to increased prices of tractors. It is not possible to repay installment by the small farmers. Therefore, Bank is selective in extending big tractors to small farmers.

QUESTION NO: 3

Name: Muhammad LUQMAN R/O MARI QASIM SHAH, BAHAWALPUR                

Question:  Loan limit of ZTBL is 1.000 M per party and in this limit is not sufficient to meet needs of farmers?

Answer: It was informed that loan limit of our Bank is 1.500 M per party and genuine borrowers can avail this limit.

QUESTION NO: 4

Name: Muhammad Abbas R/O  Goth Gehna Tehsil Bahawalpur              

Question: During the last year Bank financed loan to its borrowers @2.5% Mark up which is no more available. Why the Bank is not extending loan to poor farmers at low Mark-up?

Answer:  The EVP/Divisional Head Operation Mr. Salman Arshad informed that this scheme was launched by the Govt. for one year which has been completed on 30.06.2021.

QUESTION NO: 5

Name: Muhammad Abbas R/O  Goth Gehna Tehsil Bahawalpur              

Question: The farmers especially small farmers got benefit of reduced Mark up rate and they repaid their loans timely but now they are deprived of this facility. Bank should make arrangement of reduced/subsidized rate loan facility.

Other farmers also supported this demand.

Answer: It was informed to the farmers that Bank will try to resolve this issue but this is Govt Policy and their demand will be forwarded to concerned quarter.

QUESTION NO: 6

Name: SHAKEEL AHMED R/O HEAD RAJKAN TEHSIL YAZMAN                   

Question: Bank extends loan up to 750000/- for tractor while we need more loan to purchase tractor?

Answer: It was replied by the management that we finance up to 01 Million for tractor loan and borrowers can avail this limit from ZTBL branches.

QUESTION NO: 7

Name: SHAKEEL AHMED R/O HEAD RAJKAN TEHSIL YAZMAN                   

Question:  Why Bank does not finance for Marriage, House building, Illness etc which are also necessities of life. Bank should also fulfill the requirement of farmers for this purpose.

Answer: It was replied that for these needs we will device any product after approval from SBP.

QUESTION NO: 8

Name: MUHAMMAD AZHAR R/O BAHAR BORANA TEHSIL BAHAWALPUR             

Question: Per acre loan limit of Rs.40000/- is insufficient?

Answer: It was informed that we finance Rs.57000/.- per acre for sugar cane crop and it will be further recommended for enhancement.

QUESTION NO: 9

Name: DR. NAEEM AHMED,  BAHAWALPUR                       

Question: Why the bank is not financing for Kamyab Noujawan Scheme?

Answer: The EVP/ Enterprises Risk Management Division, Mr. Qasim Mehmood Chishti informed that other Bank are financing this scheme.

QUESTION NO: 10

Name: SHAKEEL AHMED R/O HEAD RAJKAN TEHSIL YAZMAN                   

Question: Does Bank Finance for turbine loan?

Answer: It was informed that farmers can avail loan for this purpose.

QUESTION NO: 11

Name: Muhammad LUQMAN R/O MARI QASIM SHAH, BAHAWALPUR                

Question: Does Bank Finance for solar plant?

Answer: It was informed that farmers can avail loan for solar plant and Agriculture Department gives subsidy of 40% and for remaining amount loan can be availed from Bank

QUESTION NO: 12

Name: Muhammad LUQMAN R/O MARI QASIM SHAH, BAHAWALPUR                

Question: I have ownership of agriculture land in different cities and I want to avail loan against these agriculture properties but the other branch did not allow entire limit and deduct amount of already availed loan from other branch of ZTBL?

Answer: It was informed that loan limit is based on CNIC and therefore, loan will be admissible as per party loan.

Question NO. 13

Question: One of the farmers informed that in river belt area erosion of land due to river causes damage to their agriculture land and influential landlords get Govt. facility to save their lands but they remain deprived of such facility.

Answer: It was advised that all such small farmers may join and send their request / complaint to respective Deputy Comossioner for resolving their issue.

The Regional General Manager Punjab-III, Mr. Mustansar Billah briefed the participant of the Khuli Katchery role of ZTBL with reference to Technology for Agriculture. Problems with reference to goat farming and fish farming were discussed. It was brought into the knowledge of participant that pesticides companies sell their low quality products by developing relations with farmers and this should be kept in mind while purchasing these products.

AWARENESS ON COVID-19

At the end worthy EVP/Divisional Head Operation Division Mr. Salman Arshad emphasized the importance and need of vaccination against COVID-19 for the safety of precious lives. He told the participant to get vaccinated against this pandemic to minimize loss caused by this virus.

The katchery was adjourned at 22:30 PM with the words that such katcheries will organized by the bank in future from time to time in order to resolve the farmer’s issues.
